If Adobe Photoshop gets stuck on the hand tool, try holding in the “SPACEBAR” for two seconds or so.

I used to close down photoshop and re-boot it again to try fix this and came across this resolution via google.

It usually fixes the problem for me, if it doesn’t fix it then you may need to increase the memory Photoshop is allowed via Edit >> Preferences >> Performance and increasing the amount of memory photoshop can use.
